Housing Plan and Programs - What has been accomplished? Ms. Bennett reviewed annual goals and accomplishments since 2002, using the Housing Plan from programs developed in the Comprehensive Plan and Vista 2000; and summarized those goals. Ms. Bennett made special note of the Applewood Court Homes for first time homebuyers; the Public Service Employee Program with a survey of Police and Fire employees; and specific marketing to those employees and Roseville Area teachers. iv. Levy - Purpose, Need and Impact on Residents Ms. Bennett reviewed the proposed 2005 HRA budget options and the levy process identified under Minnesota Statute; benefits to Roseville through the HRA's funding sources and networking; as well as the challenges presented by code deficient properties and deteriorating multi-family complexes (i.e., property values and increased complaints); increased student housing and implications (neighborhood perception; taxing status; public safety and parking issues); and proposed tools to address several of those issues.
