City Council Regular Meeting - 08/23/04 Minutes - Page 2 Councilmember Schroeder expressed his preference for discussion regarding the process prior to adoption of a motion scheduling a hearing date. Mayor Klausing, with Council consensus, moved Agenda Item No. 10 to Agenda No. 8.5. There were no other changes to the agenda. Public Comment about City Issues Public Comment Mayor Klausing called for public comment by members of the about City Issues audience on any non-agenda items. A. Tam McGehee, 77 Mid Oaks Lane Ms. McGehee referenced and provided an overhead projection of a brochure apparently prepared in 2002 by staff and Peter Musty marketing Twin Lakes properties and redevelopment parcels for various housing units. Ms. McGehee opined that the brochure outlined a plan offering more housing options, rather than including retail components, and that it was more viable than the design being offered by the current Master Developer. Ms. McGehee further opined that this type of development would be a more palatable and appropriate design on which to use taxpayer monies. Ms. McGehee further encouraged Councilmembers to provide an open forum for citizen input, and for public opinion as to whether the City should purchase land in order to control development for the long- term growth and development of the City. Ms. McGehee concluded by noting that the perception of many older homeowners was that the City was attempting to move them out of their homes, and making them feel like "second class" citizens; and opined that this was poor policy and short-sighted on the part of the City Council. Ms. McGehee further opined that the Council and HRA should take the public monies requested and offer assistance to existing elderly homeowners to upgrade their current homes; and put in higher-end housing in Twin Lakes to fill that needed housing niche in the City.
