<br />City Council Regular Meeting - 01/30/06 <br />Minutes - Page 11 <br /> <br />permits, and the developer would not be able to proceed; and <br />noted the additional conditions outlined in the Public <br />Improvement Contract that would be an additional City Council <br />action in the future, further restricting the developer to adhere to <br />conditions as outlined. <br /> <br />Public Comment <br />Noone appeared for or against. <br /> <br />Ihlan moved to table the request pending further reports and <br />analysis of drainage and flooding issues as identified in the <br />Capitol Region Watershed District dated January 25, 2006. <br />Mayor Klausing declared the motion failed for lack of a second. <br /> <br />[6.1] <br />Maschka moved, Pust seconded, approval of the Final Plat of <br />Birch Park, allowing the creation often single-family residential <br />lots over 3.73 acres; including a public road and utilities <br />(sanitary sewer and water) three lots addressed as 952, 960 and <br />978 Parker Avenue; based on the comments of Section 4 and <br />conditions of Section 5 of the project report dated January 30, <br />2006. <br /> <br />Councilmember Ihlan reiterated her concerns regarding <br />watershed issues; and her previous concerns during the <br />Preliminary Plat approval process, based on Chapter 1102.03 of <br />the City's platting procedures. <br /> <br />Mayor Klausing spoke in support of the motion, citing the <br />comments in the Capitol Region Watershed District report dated <br />January 25, 2006, indicating that controls can be met and <br />drainage issues would be adequately addressed in the process for <br />permit applications. <br /> <br />Roll Call [6.1] <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Ihlan. <br /> <br />8.
