Mayor Klausing declared the motion failed for lack of a second. [6.1] Maschka moved, Pust seconded, approval of the Final Plat of Birch Park, allowing the creation often single-family residential lots over 3.73 acres; including a public road and utilities (sanitary sewer and water) three lots addressed as 952, 960 and 978 Parker Avenue; based on the comments of Section 4 and conditions of Section 5 of the project report dated January 30, 2006. Councilmember Ihlan reiterated her concerns regarding watershed issues; and her previous concerns during the Preliminary Plat approval process, based on Chapter 1102.03 of the City's platting procedures. Mayor Klausing spoke in support of the motion, citing the comments in the Capitol Region Watershed District report dated January 25, 2006, indicating that controls can be met and drainage issues would be adequately addressed in the process for permit applications.
