<br />City Council Regular Meeting - 01/30/06 <br />Minutes - Page 19 <br /> <br />related to administration and enforcement; and further expressed <br />her preference that the full City Council be in attendance to <br />consider those amendments and final adoption. <br /> <br />Ihlan moved to table final action on this matter until a future City <br />Council meeting where all members were present; and the where <br />the schedule would allow full City Council deliberation on the <br />proposed amendments as proposed by Councilmember Ihlan. <br />Mayor Klausing declared the motion failed for lack of a second. <br /> <br />Further discussion ensued regarding the process for <br />Councilmember Ihlan's numerous proposed motions; and <br />allowance for adequate Council discussion and staff input. <br /> <br />Councilmember Ihlan Amendments <br />(From Memorandum to Members of the Roseville City Council <br />from Amy Ihlan entitled, "Proposed Amendments to <br />International Property Maintenance Code," dated January 29, <br />2006.) <br /> <br />Substitute the Shoreview Property Maintenance Code for the <br />International Property Maintenance Code. <br />Discussion included the "user-friendliness" of the IPMC; <br />applications of the Shoreview Code for a reference model and <br />their specific compliance provisions. <br /> <br />Mr. Welsch provided a history of the Shoreview Code related to <br />past work of the 1-35W Corridor Coalition of seven <br />communities impacted and the potential for consistency and <br />sharing of an inspector due to the uniformity of the IPMC; and <br />opined that the Shoreview Code was not as thorough, was more <br />ambiguous and required more interpretation by staff, and didn't <br />effectively address Roseville's needs (i.e., overcrowding; <br />adapting for elderly occupants; heating issues; and exterior and <br />interior maintenance by property owners). Mr. Welsch advised <br />that staff was supportive of a nationally and internationally <br />recognized code. <br /> <br />Further discussion included the licensed nature of the IPMC, <br />purchase of applicable licenses; and inclusion of the document <br />within the City's Code for ease of interpretation and education <br />
