Motion #1 Ihlan moved to substitute the Shoreview Property Maintenance Code for the International Property Maintenance Code. Mayor Klausing declared the motion failed for lack of a second. Further discussion included occupancy standards and if they related to unrelated or related family members and staff s interpretation of the number of occupants per room according to square footage requirements; potential discrimination or human rights issues with Section 404.05; and the ability for Council review and amendment, even with the substantial vetting to-date, that may be deemed advisable following actual use of the IPMC. Mayor Klausing spoke in support of adopting the IPMC as amended. Ihlan moved to delete Section 404 from the Roseville' s adoption of the IPMC. Mayor Klausing declared the motion failed for lack of a second. Councilmember Pust expressed continued discussion, opInIng that there were a number of points in Section 404 that should not be deleted; cautioning the square footage occupancy issues did cause her some concern. Given the short notice for the above-referenced amendment regarding Section 404, Mayor Klausing suggested that the Council consider the process by adopting the code, then reviewing specific sections to allow additional staff input and research as required. Motion #2 Ihlan moved, Klausing seconded, that all provisions of the IPMC adopted as part of the Roseville City Code shall be fully stated as
