<br />City Council Regular Meeting - 01/30/06 <br />Minutes - Page 29 <br /> <br />Councilmember Pust concurring, noting that she was familiar <br />with the other commissioners seeking reappointment. <br /> <br />Ihlan moved to advertise all commission openings to the public <br />with a March 6, 2006 deadline; to schedule interviews of new <br />applicants and those reapplying that Councilmembers wished to <br />interview after March 6, 2006 as appropriate; and to make <br />appointment/reappointment decisions after the application and <br />interview process was complete. Mayor Klausing declared the <br />motion failed for lack of a second. <br /> <br />Discussion included the interview process and procedures; <br />concerns about the process of reappointment as a separate action <br />from appointment and lack of a full Council present tonight; <br />wrong perceptions of those commissioners seeking <br />reappointment and having to "compete" with a new field of <br />applicants; commitment and valuable expertise received by the <br />City after commissioners had served several years; and the <br />historic turnover for commission vacancies. <br /> <br />Maschka moved, Pust seconded, reappointment of the <br />Commissioners eligible and applying for reappointment on the <br />Parks and Recreation Commission, Planning Commission, Police <br />Civil Service Commission, and Public Works, Environment and <br />Transportation Commissions; to interview Human Rights <br />Commissioners Phillip Crump and Janet Delmore as requested <br />by Councilmember Pust. <br /> <br />Councilmember Ihlan spoke in opposition to the motion; opining <br />that a full Council was not present to express each individual <br />preference; and further opposing automatic reappointment. <br /> <br />Roll Call <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Ihlan. <br /> <br />Maschka moved, Pust seconded, directing staff to initiate the <br />advertising process and open applications for vacancies on <br />applicable commissions, beginning on Tuesday, January 31, <br />2006; and closing said applications on March 6, 2006 at 4:30 <br />p.m. <br />
