City Council Regular Meeting - 01/30/06 Minutes - Page 29 Councilmember Pust concurring, noting that she was familiar with the other commissioners seeking reappointment. Ihlan moved to advertise all commission openings to the public with a March 6, 2006 deadline; to schedule interviews of new applicants and those reapplying that Councilmembers wished to interview after March 6, 2006 as appropriate; and to make appointment/reappointment decisions after the application and interview process was complete. Mayor Klausing declared the motion failed for lack of a second. Discussion included the interview process and procedures; concerns about the process of reappointment as a separate action from appointment and lack of a full Council present tonight; wrong perceptions of those commissioners seeking reappointment and having to "compete" with a new field of applicants; commitment and valuable expertise received by the City after commissioners had served several years; and the historic turnover for commission vacancies. Maschka moved, Pust seconded, reappointment of the Commissioners eligible and applying for reappointment on the Parks and Recreation Commission, Planning Commission, Police Civil Service Commission, and Public Works, Environment and Transportation Commissions; to interview Human Rights Commissioners Phillip Crump and Janet Delmore as requested by Councilmember Pust. Councilmember Ihlan spoke in opposition to the motion; opining that a full Council was not present to express each individual preference; and further opposing automatic reappointment. Roll Call Ayes: Pust; Maschka and Klausing. Nays: Ihlan. Maschka moved, Pust seconded, directing staff to initiate the advertising process and open applications for vacancies on applicable commissions, beginning on Tuesday, January 31, 2006; and closing said applications on March 6, 2006 at 4:30 p.m.
