City Council Regular Meeting - 01/30/06
Minutes - Page 28

commitments with one voice, in a mature, effective and reliable
manner. Council's are collections of diverse individuals who come
together to constitute and act as an entity, and only when operating
as that entity do they exercise authority and perform in fulfillment of
their purpose."

Councilmember Pust agreed that public dollars were spent by the
Council every time they met, specifically through inefficiencies,
and opined that a facilitator to analyze work styles and team
building efforts would prove a good value for taxpayer
investment. Councilmember Pust noted that citizens would
make it known to individual Councilmembers if they didn't
perceive value for their investment.

Staff and Councilmember Pust, were directed, by consensus, to
conduct initial phone interviews with those four firms identified:
#2 (Brass Tacks Network, Inc.); #6 (Don Salverda &
Associates); #13 (Neu & Company); and #14 (Center for Policy
Planning and Performance, Barbara Raye) for the teambuilding
and work style analyses, but not the strategic planning.

12.

Consider Re-Appointing Eligible Citizen Advisory
Commissioners, and Authorizing Staff to Advertise for
Citizen Volunteers for Various Commission Vacancies.
Councilmember Pust noted her past hesitation regarding
reappointment in an effort to ensure a broad base was given to
those wishing to serve as commissioners. However, upon further
review, Councilmember Pust utilized the process allowing for
any two Councilmembers acting together to request interviews
prior to reappointment; and requested another Councilmember to
join her request. Councilmember Pust requested a public
interview with Human Rights Commissioners Phillip Crump and
Janet Delmore, out of respect for those commissioners and to
familiarize herself with the candidates. Councilmember Pust
noted that she had not met those commissioners, and wished to
use the interview process to become more familiar with them and
their vision for this extremely important commission.

Councilmember Maschka offered his support for Councilmember
Pust's request for interviews; and requested her support for
reappointment of the remaining commissioners, with

Re-Appointing
Eligible Citizen
Advisory
Commissioners
