<br />City Council Regular Meeting - 09/13/04 <br />Minutes - Page 21 <br /> <br />Councilmember Schroeder opined that the current Roseville <br />Target store was too small; parking was an issue; and he <br />questiofled why the mOfley shouldfl't be iflvested ifl Roseville, <br />rather than elsewhere. <br /> <br />Councilmember Ihlan opined that the discussion was not about <br />the Couflcil's respoflsibility, or about trusting Target or truStiflg <br />staff, but was a larger question of policy. Councilmember Ihlafl <br />further opined that this was the City's first superstore, and from <br />a planning and zoning perspective, the Council needed to ensure <br />that adequate controls were in place. Councilmember Ihlan <br />noted that the Couflcil' s ultimate job was to set a policy <br />framework; afld opifled she didfl't see a basis for amefldiflg the <br />Comprehensive Plan. Councilmember Ihlan further opined that <br />the requested plan designation does not address the purpose of <br />the proposed lafld use. <br /> <br />Mayor Klausiflg spoke in favor of the motion, opining that he <br />saw no sound policy basis for denying the request. Mayor <br />Klausing further opifled that, while it made sense in a regulatory <br />sense, the curreflt definition of shopping center district did not <br />apply to the current facility or proposed redevelopment. <br /> <br />Councilmember Kough opined that his position had changed <br />following discussion, and he spoke in support of the motion. <br /> <br />Couflcilmember Maschka cOflcurred with Mayor Klausiflg' s <br />comments regarding there being no basis to deny the request. <br />Couflcilmember Maschka opifled his distaste for "big box" that <br />may prove aesthetically unappealing without further Council <br />commentandiflput. <br /> <br />Couflcilmember Ihlan opined that the City Council had more <br />discretion ifl changiflg the Comprehensive Plan than in the <br />context of rezoning. Councilmember Ihlan encouraged <br />Councilmembers to not vote to amend the Comprehensive Plan, <br />opining that the Council would not be able to address the zoning <br />Issues. <br /> <br />Couflcilmember Maschka queried City Attorney Aflderson <br />
