Councilmember Ihlan opined that the discussion was not about the Couflcil's respoflsibility, or about trusting Target or truStiflg staff, but was a larger question of policy. Councilmember Ihlafl further opined that this was the City's first superstore, and from a planning and zoning perspective, the Council needed to ensure that adequate controls were in place. Councilmember Ihlan noted that the Couflcil' s ultimate job was to set a policy framework; afld opifled she didfl't see a basis for amefldiflg the Comprehensive Plan. Councilmember Ihlan further opined that the requested plan designation does not address the purpose of the proposed lafld use. Mayor Klausiflg spoke in favor of the motion, opining that he saw no sound policy basis for denying the request. Mayor Klausing further opifled that, while it made sense in a regulatory sense, the curreflt definition of shopping center district did not apply to the current facility or proposed redevelopment. Councilmember Kough opined that his position had changed following discussion, and he spoke in support of the motion. Couflcilmember Maschka cOflcurred with Mayor Klausiflg' s comments regarding there being no basis to deny the request. Couflcilmember Maschka opifled his distaste for "big box" that may prove aesthetically unappealing without further Council commentandiflput. Couflcilmember Ihlan opined that the City Council had more discretion ifl changiflg the Comprehensive Plan than in the context of rezoning. Councilmember Ihlan encouraged Councilmembers to not vote to amend the Comprehensive Plan, opining that the Council would not be able to address the zoning Issues.
