<br />City Council Regular Meeting - 09/13/04 <br />Minutes - Page 25 <br /> <br />had been a staff determination. <br /> <br />Brian Kerry, United Properties, Applicant <br />Mr. Kerry noted that the plan before the City Council tonight <br />was consistent with previous presentations; plans were to break <br />ground yet this fall; and the proj ect had received substantial <br />interest from the community. <br /> <br />Mayor Klausing opened the meeting for public comment related <br />to this issue at 9:32 p.m. <br /> <br />Kathy Krog, 1961 Midland Hills Road <br />Ms. Krog opined that the Council rezoning of the property from <br />R-I to multiple-family was inappropriate; and spoke against the <br />motion. Ms. Krog noted that when she purchased her property, <br />she was cognizant of the zoning for the property behind her as <br />being R-l, and was willing to accept future building in that <br />zoning, but was not prepared for a three-story condominium, <br />which in her opinion was vastly different and inappropriate. <br /> <br />Mayor Klausing sought clarification as to the overall agreement <br />of neighbors regarding the project. <br /> <br />Ms. Krog responded that some neighbors had accepted drainage <br />improvements fron1 the developer as part of the project, but that <br />she had not done so. <br /> <br />Councilmember Ihlan requested that Ms. Krog elaborate on her <br />rationale for not approving of the proj ect. <br /> <br />Ms. Krog responded that it was a large structure and made a <br />dramatic change to the neighborhood; expressed her disbelief <br />that there was a need for this rezoning; and questioned the <br />benefit to the neighborhood. <br /> <br />There were no further public comments, and Mayor Klausing <br />closed that portion of the meeting at 9:37 p.m. <br /> <br />Prior to Council action, Mr. Paschke clarified that the original <br />requested action in Section 8.1 of the Staff Report, requesting <br />that the Council: <br />
