<br />City Council Regular Meeting - 09/13/04 <br />Minutes - Page 26 <br /> <br />"ADOPT A RESOLUTION approving a <br />COMPREHENSIVE PLAN AMENDMENT from LR <br />(Low Density Residential) to MR (Medium Density <br />Residential - townhomes) and from Golf Course to HR, <br />High Density Residential (condominium) contingent upon <br />final approvals and a positive review by the Metropolitan <br />Council " <br />, <br /> <br />would not be not required, as the City Council had taken this <br />action and approved a resolution at their October 2003 meeting. <br /> <br />Mayor Klausing expressed his surprise that there was as little <br />opposition to this plan as had been received. Mayor Klausing <br />spoke in support of the requested action, opining that the units <br />were a positive addition to the community and given earlier <br />actions by the City Council tonight, he was not in a position to <br />support denial of the rezoning. <br /> <br />Councilmember Schroeder opined his support of the requested <br />action, noting that when the request had first been presented to <br />the City Council, he was concerned about the screening of the <br />building due to its size, but he noted that Figure L- 3 shows that <br />his concerns had been addressed very comprehensively related to <br />the residential properties. <br /> <br />Mr. Paschke concurred that the developer had addressed the <br />needs at the site, as well as providing for additional landscaping <br />at adjoining, off-site properties to provide further screening. <br /> <br />[8.2] Schroeder n10ved, Maschka seconded, approval of the final <br />plat creating a single condominium lot with new utility, drainage <br />and ponding easen1ents. <br /> <br />Councilmember Ihlan noted that previous discussions related to <br />this matter had been prior to her appointment and election to <br />office, and opined that she would have been reluctant to adopt an <br />amendment to the Comprehensive Plan to allow for the <br />development. Councilmember Ihlan further opined that the <br />development was not in keeping with the neighborhood, and she <br />would either be abstaining or voting nay to the request. <br /> <br />Roll Call <br />
