City Council Regular Meeting - 09/13/04
Minutes - Page 29

taxpayers. Mayor Klausing asked for further discussion of
several of City Manager Beets' original recommendations, one
of which was "Council Action Recommendation # 17 [17.a]
entitled, "Council lTIotion authorizing [not authorizing] staff to
prepare a report for Council consideration regarding a potential
2005 voter bond referendum for parks improvements (PIP), and
in the meantilTIe authorizing a $150,000 tax levy for park
improvements in 2005."

Mayor Klausing noted that the Council needed to determine what
the public would support for a Levy increase; and what the City
Council could realistically expect the taxpayer to pay.

City Manager Beets Neal reviewed his original recommendation
and the Park In1provement Fund (PIP) from a historical
standpoint over the last few years. Mr. Beets noted that staff and
the Parks and Recreation Commission needed to go through a
strategic planning process to assess long-term needs of the
department's facilities and properties to effectively determine the
long-term needs, prior to bringing a bond issue before the voters
via referendum.

Discussion ensued regarding the structural issues before the
Parks and Recreation Department and the need for additional
sources of funding for 2005.

Mayor Klausing requested that, if he were to proceed with the
proposed maXin1UlTI, not-to-exceed Levy increase, the City
Council commit to look at several other revenue source ideas.
Mayor Klausing also asked that the Council consider City
Manager Beets' original recommendation, identified as "Council
Action Recon1n1endation #22: Council motion approving
[disapproving] a feasibility study to create a city franchise fee
effective January 1, 2005, for electric and gas utility lines in
public rights-of-way with the proceeds to be deposited in 2005 to
the City's General Fund with a study undertaken in 2005 to
consider dedicating those funds to undergrounding above-ground
electric utility lines on public and private property." Mayor
Klausing opined that the recommendation made sense, and
referred to a recent e-mail received from Roseville citizen, Mr.
Dan Roe, regarding this recommendation.
