<br />City Council Regular Meeting - 09/13/04 <br />Minutes - Page 33 <br /> <br />Ayes: Maschka, Ihlan and Klausing. <br />Nays: Schroeder and Kough. <br /> <br />[2005 Proposed Debt Levy] <br />Maschka n10ved, Ihlan seconded, adoption of Resolution No. <br />10245 entitled, "Resolution Directing the County Auditor to <br />Adjust the Approved Tax Levy for 2005 Bonded Debt;" with a <br />combined and decreased amount of $475,034. <br /> <br />Roll Call [2005 Proposed Debt Levy] <br />Ayes: Maschka, Ihlan and Klausing. <br />Nays: Schroeder and Kough. <br /> <br />Housing and Redevelopment Authority (HRA) Executive <br />Director Cathy Bennett presented several options as previously <br />discussed for the 2005 HRA Levy. <br /> <br />Councilmen1ber Kough spoke in support of the HRA, and <br />offered his support for funding at the requested half levy amount <br />of $234,000. <br /> <br />[2005 Proposed HRA Levy] <br />Kough moved, Klausing seconded, a motion to approve the <br />collection of an aITIOunt equal to $234,000 General Levy <br />collectible in 2005 to provide funds necessary to accomplish the <br />goals of the Housing and Redevelopment Authority (HRA) in <br />and for the City of Roseville and in furtherance of its housing <br />plan. <br /> <br />Councilmen1ber Ihlan opined her support of funding the HRA <br />through the City Budget and General Levy, rather than as a <br />separate HRA Levy. <br /> <br />Discussion ensued related to the allotment of funding for the <br />HRA. <br /> <br />Mayor Klausing spoke in favor of the motion; opInIng his <br />preference for further exploration and research in a rental unit <br />licensing progran1, and consideration in the future, in accordance <br />with state statute, as to the advantages and/or disadvantages of <br />moving funding to the General Fund, rather than as a separate <br />
