Mayor Klausing, on behalf of the City Council and residents, thanked Michael for his efforts, noting that it was the efforts of committed citizens that made Roseville successful. Mayor Klausing and Councilmembers thanked Michael, Scout representatives and parents individually. 6. Public Hearing for 2003 Assessment Projects and Consider Setting Final Assessment Assistant Public Works Director Debra Bloom briefly reviewed the procedure to be followed for the Special Assessment Hearings. lvIayor Klausing called to order this portion of the meeting at 6:39 p.m. Mayor Klausing announced: This is a public hearing to consider special assessment rolls for various public improvement projects. The projects have been constructed and the decision will be whether the Council wishes to approve the assessment rolls as presented or make modifications to the assessment rates. The hearing will discuss how the project costs will be allocated and what the assessments against benefiting properties will be. The council will consider individual assessment rolls for individual projects at this hearing. The Council may, by simple majority vote, approve the assessment rolls for each project. However, to allow staff adequate time to research questions or objections, it is recommended that the Council continue final approval of all assessment rolls to the next regular City Council meeting, scheduled for September 27, 2004.
