<br />City Council Regular Meeting - 09/13/04 <br />Minutes - Page 9 <br /> <br />presentation reviewed the various components of the <br />restoration, at the conclusion of which he thanked <br />volunteers for their assistance. <br /> <br />Mayor Klausing, on behalf of the City Council and <br />residents, thanked Michael for his efforts, noting that it was <br />the efforts of committed citizens that made Roseville <br />successful. Mayor Klausing and Councilmembers thanked <br />Michael, Scout representatives and parents individually. <br /> <br />6. <br /> <br />Public Hearing for 2003 Assessment Projects and Consider <br />Setting Final Assessment <br />Assistant Public Works Director Debra Bloom briefly reviewed <br />the procedure to be followed for the Special Assessment <br />Hearings. <br /> <br />lvIayor Klausing called to order this portion of the meeting at <br />6:39 p.m. Mayor Klausing announced: <br /> <br />This is a public hearing to consider special assessment <br />rolls for various public improvement projects. The <br />projects have been constructed and the decision will be <br />whether the Council wishes to approve the assessment <br />rolls as presented or make modifications to the assessment <br />rates. The hearing will discuss how the project costs will <br />be allocated and what the assessments against benefiting <br />properties will be. <br /> <br />The council will consider individual assessment rolls for <br />individual projects at this hearing. The Council may, by <br />simple majority vote, approve the assessment rolls for <br />each project. However, to allow staff adequate time to <br />research questions or objections, it is recommended that <br />the Council continue final approval of all assessment rolls <br />to the next regular City Council meeting, scheduled for <br />September 27, 2004. <br /> <br />Ci ty Manager Beets noted that: <br /> <br />In accordance with Minnesota Statutes, Chapter 429, <br />required published and legal mailed notices have been <br /> <br />Public Hearing <br />2003 Assessment <br />Projects and <br />Consider Setting <br />Final Assessment <br />
