Mr. Houck questioned whey the City seemed to be taking such a pro- active position with this development, proposing to use public funds, and how they could justify that use, and recommended that the developer and Council provide a more defined proj ect if the land use proposal moves forward to allow more educated public comment. Mr. Houck quoted a recent newspaper article regarding the zoning of the property, and opined that the process indicated the City's and developer's alleged dishonesty and deceitfulness from the proposed intent of Economic Development laws in the State of Minnesota. Mr. Houck concluded by asking the City Council to step back from their pro-activity in this matter, and let the development proceed as other private developments in the City have done in the past. Mayor Klausing responded to Mr. Houck's concerns, and concurred that the Council did not usually provide for formal public comment prior to the Planning Commission process, but noted the unique and substantial size and impact of the proposed development, and some members of the Council being concerned that the public be involved in all considerations from the beginning of consideration of the proj ect. Mr. Moses asked that the Council and developer provide more openness and honesty regarding the process; and questioned the assumptions and descriptions provided by Mr. Casserly.
