Mr. Moses further concurred with the opinions expressed by Senator John Marty, as a Roseville resident, at the September 13, 2004 Council meeting regarding the original polluter of the land or property owner to pay for all pollution clean ups. Mr. Moses concluded by questioning the Council's sense of urgency, opining that demands for locations like the Twin Lakes site continue to grow, and questioned the Council's ability to prove the TIF "but for" test in this case. J. Pat Johnson-Nygaard, New Brighton (former 42-year Resident of Roseville; instrumental in saving Langton Lake) Ms. Nygaard provided historical information regarding the city's tax base and need to grow it, with former Mayor Cedarholm and former Council actions initiating that tax base growth. Ms. Nygaard spoke of the Langton Lake issues in 1972 when developers attempted to create additional land, which was stopped by Ms. Nygaard and other concerned citizens. Ms. Nygaard also addressed the origin of the pollution on site, when a ditch was dug and trucks washed onsite, with runoff going into Langton Lake. Ms. Nygaard opined that, if for no other reason than to get this polluted land cleaned up, the Council should consider the project. Ms. Nygaard referenced previous partnering with development companies (i.e., Ryan Companies) in 1989 to clean up land, (location of Byerly's and area businesses).
