<br />City Council Study Session - 09/20/04 <br />Minutes - Page 22 <br /> <br />opining that the issue was that of a leadership problem <br />experienced in the City since January of 2004. Mr. <br />Kysylyczyn reviewed his perspective of the process to- <br />date, the money spent to on the Stakeholder's Panel process <br />that could have been used for staff salaries, negating the <br />need to consider staff layoffs; and his personal impression <br />of the City Council's seating arrangement and their <br />probable vote on the project. <br /> <br />Mr. Kysylyczyn concluded his comments by encouraging <br />Council to make a decision, to stop wasting time and <br />money, and move onto other issues. <br /> <br />Mayor Klausing closed the public comment portion of the <br />meeting and thanked everyone for their attendance and their <br />participation; expressing his appreciation for the good <br />discussion, excellent questions and respectful tone. <br /> <br />Mayor Klausing further thanked, on behalf of the City Council, <br />Mr. Casserly and staff for their work to-date; and advised the <br />listening audience that the City Council would be addressing the <br />financial implications of the proposed project at their next <br />regular meeting scheduled for Monday, September 27, 2004. <br /> <br />City Campus Open House, Councilmember Schroeder <br />Comments <br />Councilmember Schroeder thanked the staff who took time from <br />their families and other activities to show off Roseville' s new <br />facilities, specifically thanking the Police, Public Works, Parks <br />and Recreation, Community Development, Accounting and <br />Information Technology Departments. Councilmember <br />Schroeder noted that he had personally toured these facilities and <br />wanted to tell them they did a good job. <br /> <br />Councilmember Schroeder continued with written comments <br />regarding his observations during the day, as follows: <br /> <br />"However, I must say that as a Council Member I am <br />extremely angry and as a resident I am embarrassed <br />regarding the behavior of some Council Members and some <br />staff at the open house ceremony.
