<br />City Council Study Session - 09/20/04 <br />Minutes - Page 8 <br /> <br />Mayor Klausing introduced the purpose of the public hearing to Redevelopment <br />address the financial strategy aspects and considerations for the Project (PF 3552) <br />proposed proj ect. <br /> <br />Mayor Klausing asked that participants keep in consideration the <br />common goals of all parties, no matter their opinion, in the long- <br />term overall benefits to the City, and asked that the tone of the <br />meeting remain one of friends and neighbors discussing issues, <br />and that the tone not become adversarial. <br /> <br />Mayor Klausing introduced Roseville Financial and Legal <br />Consultant Jim Casserly, of the firm of Krass Monroe, P.A. <br /> <br />Discussion ensued among Councilmembers and Mayor Klausing <br />as to whether Mr. Casserly should make a brief presentation, or <br />if the meeting should proceed immediately into public comment. <br /> <br />After considerable discussion and a polling of individual <br />Councilmembers, Mayor Klausing, as Chair, suggested a <br />compromise that provided an opportunity for the City's financial <br />consultant, Mr. Casserly, to frame up the issues to facilitate <br />public discussion in an effort to address some of the <br />misconceptions and present the factual information, to be <br />followed by public discussion. Mayor Klausing asked that the <br />preferences of a majority of the Council be recognized in <br />attempting to keep the comments as closely related to the <br />financial aspects of the proposed project as possible, with some <br />leeway allowed for pertinent issues. Mayor Klausing noted that, <br />if the project proceeds, a land use plan will come forward at the <br />Planning Commission public hearing level, followed by the City <br />Council, with more public comment received at those <br />opportunities. <br /> <br />City of Roseville Financial and Legal Consultant, Jim <br />Casserly <br />Mr. Casserly reviewed his previously-presented spreadsheet <br />projecting sources and uses for Development areas 1 - 5 and 8 of <br />Phase I of the proposed Twin Lakes Redevelopment Area. This <br />information was originally presented to the Council and public in <br />the staff report dated September 13, 2004 at that regular meeting. <br />
