<br />City Council Regular Meeting - 09/27/04 <br />Minutes - Page 11 <br /> <br />Bob O'Brien <br />Mr. O'Brien noted that the nUlnber one cOlnplaint received <br />by Police Departments state-wide was speed or traffic <br />complaints. Mr. O'Brien further noted that the number one <br />killer was traffic crashes; and of the number of criminal <br />arrests made for warrants issues, 39% were made from <br />random traffic stops across the nation. Mr. O'Brien <br />advised that the purpose of the May Mobilization program <br />through the Minnesota Office of Traffic Safety was to <br />provide public information and education. Mr. O'Brien <br />concluded by recognizing the City's Police Department; <br />their excellence and commitment; and their work done in <br />earning award of the speed board. <br /> <br />6. <br /> <br />Guideline for Council Discussion <br />Councilmember Schroeder opined that since January of 2004, <br />Council discussions have been limited to making statements of <br />individual Councilmember opinions and/or views, making it <br />difficult for Councilmembers to interact and ask clarifying <br />questions to fully understand differing opinions. <br /> <br />Councilmember Schroeder suggested that the Council develop <br />and implement a guideline where members could openly discuss <br />items without making personal attacks to allow more productive <br />discussions. <br /> <br />Discussion ensued regarding how and when Councilmembers <br />could interject pertinent information, comments or questions <br />when another Councilmember was speaking; agreeing to <br />disagree; interaction and clarification of discussion topics and <br />issues; a more user-friendly format for discussion of issues; <br />productive discussion and deliberating opportunities; effective <br />representation of citizens by obtaining additional facts regarding <br />particular issues; maintaining a balance of meetings run by <br />Roberts Rules of Order and allowing interruptions for input; and <br />option for speaker to recognize questions, comments or <br />interruptions from fellow Councilmembers. <br /> <br />Councilmember Schroeder opined that he would prefer a less <br />formal discussion format among Councilmembers. <br /> <br />Guideline for <br />Council Discussion <br />
