<br />City Council Regular Meeting - 09/27/04 <br />Minutes - Page 12 <br /> <br />Further discussion ensued regarding the Chair's recognition of <br />individual Councilmembers in a timely manner; free-flow of <br />discussion; preference for the Chair to eliminate repetitious <br />comments and position clarification by individual <br />Councilmembers; and the need to balance perspectives and make <br />the public aware for the rationale of individual Council decision- <br />making. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn encouraged Councilmembers to consider the <br />audience's perspective, and following their initial position <br />clarification, to stand for questions of Councilmembers if they so <br />desire, shortening the lneeting time being taken for "big <br />speeches." <br /> <br />Mayor Klausing committed to, and asked Councilmember <br />concurrence, in recognizing other Councilmembers through use <br />of a simple "Excuse lne" to seek the speaker to yield the floor to <br />questions or comments during their presentations; while <br />maintaining order through use of Robert's Rules of Order. <br /> <br />7. <br /> <br />Elimination of the Rose Ceremony <br />Councilmember Schroeder reiterated his comments from the <br />previous Council meeting regarding his disappointment in the <br />lack of support and appearance by fellow Councilmembers <br />during the Rose Ceremony honoring former Mayor Kysylyczyn. <br />Councilmember Schroeder encouraged Councilmembers to put <br />aside their differences, remember their roles in representing the <br />citizens and cOlnmunity at various events, and honor people's <br />service and/or position, regardless of personal feelings. <br /> <br />Schroeder moved, abolishment of the Rose Cerenlony and <br />any/all form of recognition for outgoing mayors and/or council <br />members. The nlotion died for lack of a second. <br /> <br />Councilmember Kough spoke against the motion; and <br />apologized to Councilmember Schroeder for his lack of <br />appearance at the Rose Ceremony, citing the lack of rehearsal <br />and his involvement in other portions of the festivities during the <br />City Campus Open House for his inadvertent attention to other <br />events. <br /> <br />Elimination of the <br />Rose Ceremony <br />
