Mr. Anderson <br />reiterated his previous legal opinion that, in case law over the last <br />year, interpretation of Comprehensive Plans purposes were in <br />setting forth goals and policies, but that it did not serve as a <br />regulatory document. Mr. Anderson further opined that while <br />the COlnprehensive Plan addressed "big box" retail, it did not <br />prohibit such development, and he interpreted it as consistent <br />with the development or redevelopment in this area. <br /> <br />Further discussion and debate continued. <br /> <br />Mayor Klausing directed City Attorney Anderson to discuss <br />Councilmember Ihlan' s concerns and issues regarding the <br />Comprehensive Plan Amendment and zoning question, and <br />report back to the full Council at his earliest convenience. <br /> <br />10. <br /> <br />Resolution Authorizing Continuation of the Contract for <br />Exclusive Negotiations between the City of Roseville and the <br />Rottlund Company, Incorporated for the Twin Lakes <br />Redevelopment Area <br />Community Development Director Dennis Welsch reviewed the <br />Twin Lakes Project to-date; along with the Council action <br />requested tonight for authorization to continue the contract for <br />exclusive negotiations between the City and Rottlund Company, <br />or termination of said contract. Mr. Welsch noted that by <br />authorizing a contract, the next phase or redesign of the project <br />would proceed. Mr. Welsch advised that staff had reviewed <br />actions completed to-date that were to be completed by <br />September 30, 2004 per Council direction, and believed them to <br />be consistent with the original agreement; with staff <br />recommending further work through authorization of an <br />exclusive contract through December 31, 2004. Mr. Welsch <br />further noted that the City's Financial Consultant Jim Casserly, <br />as well as the Master Developer's representative Michael <br />Noonan was present. <br /> <br />Mayor Klausing requested clarification of the proposed <br />authorizing resolution, Page 3, Section 2.b, and the extent to <br />which the City was then bound; and questioned the purpose of <br /> <br />Resolution 10250 <br />Continuation of <br />Contract <br />Exclusive <br />Negotiations <br />City of Roseville <br />Rottlund Company <br />Twin Lakes <br />Redevelopment <br />Area <br />
