Jim Casserly Mr. Casserly advised that the resolution was a summary of discussions to-date regarding sources and uses; and did not serve to elaborate on each gap strategy. Mr. Casserly indicated that the original provisions in the interim contract outlined certain topics and goals to be met by the developer by September 30, 2004; and the resolution states that the Council agrees that those goals to-date have been met, and that the Council is willing to proceed to the next phase of the negotiations and the next deadline in accordance with previous discussions held regarding cutoff dates. Councilmember Maschka noted the perception of public COlnments he's heard that the Council was allowing for a blank check on environmental clean up costs; but sought clarification of that misconception in that this next step in the process would provide further refinement and allow a cap on those issues. Mr. Casserly opined that, from his role, the next step would create a specific "tenn sheet" over the next several months of what the Council was willing to do, and what it was not willing to do, in addition to previous specifications noted already. Ihlan moved, Kough seconded, an alternative resolution, via bench handout, proposing that the Roseville City Council does not agree in principle to provide public subsidies or any other public financial assistance to the proposed Twin Lakes Redevelopment; and hereby exercises its option to terminate the Contract for Exclusive Negotiations, and directs the Mayor and City Manager to deliver written notice of termination to Rottlund Companies. Councilmember Ihlan proceeded to read a lengthy written position statement outlining her rationale for her alternative resolution; opining that by terminating the Exclusive Negotiation contract, the Council could explore alternative developments.
