<br />City Council Regular Meeting - 09/27/04 <br />Minutes - Page 23 <br /> <br />the resolution. <br /> <br />Jim Casserly <br />Mr. Casserly advised that the resolution was a summary of <br />discussions to-date regarding sources and uses; and did not serve <br />to elaborate on each gap strategy. <br /> <br />Mr. Casserly indicated that the original provisions in the interim <br />contract outlined certain topics and goals to be met by the <br />developer by September 30, 2004; and the resolution states that <br />the Council agrees that those goals to-date have been met, and <br />that the Council is willing to proceed to the next phase of the <br />negotiations and the next deadline in accordance with previous <br />discussions held regarding cutoff dates. <br /> <br />Councilmember Maschka noted the perception of public <br />COlnments he's heard that the Council was allowing for a blank <br />check on environmental clean up costs; but sought clarification <br />of that misconception in that this next step in the process would <br />provide further refinement and allow a cap on those issues. <br /> <br />Mr. Casserly opined that, from his role, the next step would <br />create a specific "tenn sheet" over the next several months of <br />what the Council was willing to do, and what it was not willing <br />to do, in addition to previous specifications noted already. <br /> <br />Ihlan moved, Kough seconded, an alternative resolution, via <br />bench handout, proposing that the Roseville City Council does <br />not agree in principle to provide public subsidies or any other <br />public financial assistance to the proposed Twin Lakes <br />Redevelopment; and hereby exercises its option to terminate the <br />Contract for Exclusive Negotiations, and directs the Mayor and <br />City Manager to deliver written notice of termination to Rottlund <br />Companies. <br /> <br />Councilmember Ihlan proceeded to read a lengthy written <br />position statement outlining her rationale for her alternative <br />resolution; opining that by terminating the Exclusive Negotiation <br />contract, the Council could explore alternative developments. <br /> <br />Councilmember Ihlan continued to elaborate on her position <br />
