<br />City Council Regular Meeting - 09/27/04 <br />Minutes - Page 29 <br /> <br />Motion failed. <br /> <br />[3.1] Schroeder moved, Maschka seconded, adoption of <br />Resolution No. 10250 entitled, "A Resolution Authorizing <br />Continuation of the Contract for Exclusive Negotiations Between <br />the City of Roseville, Minnesota and the Rottlund Company, <br />Inc., for the Twin Lakes Redeveloplnent Area." <br /> <br />Further discussion included calculations addressed in the staff <br />report dated September 27, 2004 related to contingency and <br />administration fees; and additional refinement in the next phase <br />of the negotiations. <br /> <br />Mayor Klausing, at the request of Councilmember Ihlan, directed <br />City Manager Beets to read the roll for voting. <br /> <br />Roll Call Vote [3.1] <br />Ayes: Maschka, Schroeder and Klausing. <br />Nays: Ihlan and Kough. <br /> <br />Motion was adopted. <br /> <br />11. <br /> <br />City Attorney Opinion on Various Purchasing Practices <br />City Attorney Anderson reviewed the City Attorney's legal <br />opinion dated September 20, 2004 related to their review of the <br />City's purchasing authority, concluding that the City was in <br />compliance with State Statutes relating to the disbursement of <br />funds and the State statute relating to the use of credit cards by <br />City employees. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands noted his original concerns were related to the internal <br />controls used by staff; and opined that he found offensive the list <br />of disbursements presented by staff for approval after the fact, or <br />without additional detail; and encouraged the City Council to <br />implement monitoring procedures to determine staffs internal <br />audit process to ensure that public funds are being protected. <br /> <br />Further discussion ensued related to the process for paying <br />claims; use of purchasing cards; purchase approvals and review; <br /> <br />City Attorney <br />Opinion on Various <br />Purchasing <br />Practices <br />
