Mr. Roe opined that the public and some <br />Councilmembers were basing their opinions before all the facts <br />were known. Mr. Roe encouraged the Council and public to <br />base their decisions on factual information, and by voting to <br />proceed with an exclusive contract, an opportunity was provided <br />to finish the picture, that's all current requested action was doing. <br />Mr. Roe further opined that, while an element of the project was <br />somewhat different than the Twin Lakes Master Plan and the <br />City's Comprehensive Plan, it didn't constitute abandoning the <br />entire project. Mr. Roe further opined that the Council owed it to <br />the taxpayers of Roseville to complete the process. <br /> <br />Further discussion ensued regarding further negotIatIon, <br />refinement and definition of the project's components and <br />specific responsibilities of parties; confirn1ation of land use plans <br />through the Planning Commission process; and whether the City <br />would maintain control of the project. <br /> <br />Further discussion included wetland issues and potential <br />improvements to the Langton Lake area to minimize impact; <br />potential community-wide implications; sufficiency of guidelines <br />incorporated to-date; and whether the project was financially <br />feasible. <br /> <br />Counciln1ember Maschka clarified his stance on protection of <br />Langton Lake, noting that it was past actions of Pat Johnson, <br />Carol Erickson and him that had saved the lake; and he was <br />committed to retention of the lake as an amenity to the <br />development; and saw the development as an opportunity to <br />eliminate or reduce existing pollution into the lake. <br />Councilmember Maschka opined that an artists' rendering on a <br />concept plan should not be taken as other than it was intended. <br /> <br />Mayor Klausing, at the request of Councilmen1ber Ihlan, directed <br />City Manager Beets to read the roll for voting. <br /> <br />Roll Call <br />(Ihlan amended language resolution to terminate) <br />Ayes: Ihlan and Kough. <br />Nays: Maschka, Schroeder and Klausing. <br />
