They are: <br />A. The traffic issues at Country Roads C and D on Cleveland Avenue. When Centre Point <br />was planned and developed, the Council promised that careful planning of Twin Lakes would <br />take into considerations those low-rated intersections. Big Box will make these <br />intersections rated even lower than before. <br />B. The financial package has some major drawbacks in that the increment is so high <br />that they are asking to change City policy as to length of an increment. A 20+ year <br />payback does not help our tax base or the taxpayers for that period of time. Valuations <br />after 20+ years are questionable, not providing enough benefit to the taxpayers. <br />C. Roseville already is a community that has used TIF for many projects. It rates <br />among the top North Suburban communities in total exposure. The Pioneer Press article <br />dated September 26, 2001, stated that exposure was 15.7% of our tax base. This plan is <br />another large exposure. <br />D.Another concern is the planned bonding of this project. The project could fail and <br />~xpose the City Of Roseville to a very large debt. <br /> <br />Please consider your decision carefully before voting on this proposal. <br /> <br />1 <br />
