<br />COUNCLMAN TOM KOUGH'S COMMENTS <br /> <br />ON THE TWIN LAKES DEVELOPMENT PROJECT <br /> <br />I <br /> <br /> <br />REDEVELOPMENT OF <br /> <br />TWIN LAKES 280 ACRES. <br /> <br />HOWEVER AT THIS TIME THERE ARE MANY REASONS FOR NOT <br />SUPPORTING THIS PARTICULAR DEVELOPMENT PLAN. <br /> <br />MY REASONS FOR NOT SUPPORTING CONTINUING THIS PROJECT: <br /> <br />1, THIS PLAN IS NOT CONSISTENT WITH THE EXISTING <br />COMPREHENSIVE PLAN, WHICH PROHIBITS BIG BOX AND A LARGE <br />AMOUNT OF RETAIL. IT'S SUPPPOSED TO BE A BUSINESS PARK, <br />MOSTLY OFFICE AND HIGH TECH, AND SOME HOUSING, WITH <br />LIMITED SERVICES TO SUPPORT. I FEEL THAT ROSEVILLE ALREADY <br />HAS SUFFICIENT RETAIL, AND THAT PUBLIC SUPPORT IS NOT <br />WARRANTED FOR ANY INCREASE IN RETAIL. <br /> <br />I FEEL I MUST SUPPORT EXISTING BUSINESSES, LIKE ROSEDALE, <br />HAR MAR MALL, AND THOSE WHO ARE NOW ALSO LOOKING FOR <br />EXPANSION, LIKE TARGET. ALL OF THESE WERE DONE WITH VERY <br />LITTLE PUBLIC MONEY INVESTED. <br /> <br />2. I AM VERY CAUTIOUS ABOUT USING T.I.F. TO CLEAN UP <br />CONTAMINATED LAND. I FEEL THAT IS THE OWNER'S <br />RESPONSffiILITY. IF IT WOULD BE THE CONSENSUS OF THE <br />COUNCIL I WOULD CONSIDER A 50% MATCHING FUNDS <br />PROGRAM, BY THE DEVELOPER AND THE CITY. AND NO <br />REIMBURSEMENT FOR THE DEVELOPER'S PART. <br /> <br />3. THERE WILL BE A LOT OF UNKOWN COSTS CONNECTED WITH <br />THIS DEVELOPMENT; ROADS, UTILITIES, SEWER WATER ETC. <br />NO GRANTS HAVE BEEN APPLIED FOR TO MY KNOWLEDGE. THIS <br />COULD TAKE YEARS TO GET THEIR PARTICIPATION. <br />MEANWlllLE, THIS WORK HAS TO GET DONE. <br /> <br />4. I DON'T SUPPORT EMINENT DOMAIN FOR THIS PROJECT THAT <br />TAKES PROPERTY AWAY FROM EXISTING BUSINESSES, AND <br />GIVES IT TO ANOTHER PRIVATE BUSINESS. I THINK THAT IS <br />WRONG. <br /> <br />1 <br />
