<br />City Council Regular Meeting - 10/11/04 <br />Minutes - Page 15 <br /> <br />rather than creating a separate Business Advisory Commission; <br />expressing concern as to how such a commission would interact <br />with the other commissions related to tasking. <br /> <br />Mr. Beets concluded his report by addressing and requesting <br />clarification of the commission appointment and reappointment <br />process. Mr. Beets noted that the appointment process seems <br />functional, but that the reappointment process was not in <br />compliance with Council Resolution No. 9372 adopted in 1999. <br /> <br />Mr. Beets referred to the City Attorney's opinion dated February <br />6,2004 that recommended either following the above-referenced <br />resolution, rescind it, or amend it as appropriate. Mr. Beets <br />recommended that the resolution be amended to require an <br />application and Council interview for all new commission <br />appointments; and for reappointments, an application for <br />reappointment would be required, but no additional Council <br />interview would be held unless three Councilmembers requested <br />an interview of a particular sitting commission who was seeking <br />reappointment. <br /> <br />Councilmember Kough supported interviewing all candidates <br />prior to reappointment. Councilmember Kough opined his lack <br />of support to designate business representatives on existing <br />commissions, supporting a separate commission to promote the <br />business community. <br /> <br />Mayor Klausing opened the meeting for public comment. <br /> <br />Randy Neprash, 1276 Eldridge <br />Mr. Neprash spoke in support of a compromise whereby <br />environmental issues would be addressed by the Public Works <br />and Transportation Commission; particularly if that Commission <br />were expanded from its current membership of five to seven. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn reminded Councilmembers and staff of statutory <br />requirements for the Police Civil Service Commission; and <br />suggested the ordinance be reviewed regarding terms on the <br />Public Works and Transportation Commission. <br />
