<br />City Council Regular Meeting - 10/11/04 <br />Minutes - Page 16 <br /> <br />Mr. Kysylyczyn compared the similarities of the City Manager's <br />recommendations with his own previous recommendations <br />regarding commissions. Mr. Kysylyczyn spoke against the <br />expansion of the Public Works and Transportation Commission, <br />even with the additional of environmental issues. However, Mr. <br />Kysylyczyn further noted that environmental issues were <br />currently being addressed by several other commissions; and <br />questioned what issues were not being addressed, or what was <br />trying to be solved. <br /> <br />Mr. Kysylyczyn asked several questions of the Council: <br />1) Should ordinance language regarding the <br />process/procedure for removal of members by a super- <br />majority vote be amended? <br />2) Is commission membership representative of the entire <br />community? <br />3) Should the appointment process be moved to May of each <br />year to accommodate new Councilmembers and allow <br />them time gain familiarity with the advisory commissions? <br /> <br />Mr. Kysylyczyn concluded his comments by speaking in support <br />of the comlnissions mirroring the City's departments; and noted <br />that the Chamber of Commerce provided ample opportunities, <br />through their Business Advisory Councils, for business <br />community representation and promotion; and spoke against <br />reappointment of commissioners based on their attendance <br />records, citing past example of unprofessional conduct by <br />commissioners at public meetings and their subsequent removal. <br /> <br />Dan Roe, 2100 Avon Street <br />Mr. Roe urged a meaningful, systematic approach to the issue, as <br />suggested by Councilmember Schroeder. <br /> <br />Gale Pederson, 929 Roselawn Avenue W <br />Ms. Pederson spoke to two issues: commission terms and the <br />reappointment process. Ms. Pederson spoke in support of two, <br />three-year terms, although she noted that many Parks and <br />Recreation Commissioners fulfilled three-year terms. Ms. <br />Pederson opined that this provided historical perspectives and <br />continuity for the commission, as well as staff.
