<br />City Council Regular Meeting - 10/11/04 <br />Minutes - Page 18 <br /> <br />Maschka's comments that two-four year terms on the Planning <br />Commission would be advantageous. <br /> <br />Councilmember Ihlan noted that her view on term limits was <br />connected to the reappointment process; but concurred with the <br />City Manager's recoInmendations that term limits made sense if <br />turnover was a problem on commissions. Councilmember Ihlan <br />spoke in favor of providing opportunities for new people to serve <br />on commISSIons. <br /> <br />Mayor Klausing noted the unique circumstances of the Planning <br />Commission; but otherwise spoke in support of the City <br />Manager's recommendation for two-three year terms on other <br />commISSIons. <br /> <br />Councilmember Kough concurred with the two-three year terms <br />on commissions; with the Planning Commission terms at two- <br />four year terms as suggested by Councilmember Maschka. <br /> <br />Councilmember Schroeder, in response to Mayor Klausing's <br />request for input as to the process, spoke in favor of directing <br />staff to sumInarize the Council's consensus on the various issues; <br />allow time for commission and community reaction, then take <br />final action at a future meeting. Mayor Klausing and <br />CouncihneInbers concurred with Councilmember Schroeder's <br />suggestion. Mayor Klausing requested City Manager Beets <br />to e-mail a draft of the minutes to the various commissions <br />for their feedback. <br /> <br />Further discussion ensued regarding the lack of consistency in <br />amending the term limits on other commissions to two-three year <br />terms, while leaving the Planning Commission at two-four year <br />terms. There appeared to be no consensus on changing all <br />commission terms to two-three year terms. <br /> <br />Size of Commissions <br />Councilmember Maschka suggested that, given turnover history, <br />the Human Rights Commission may be too large; that given the <br />numerous parks and recreation issues handled, the Parks and <br />Recreation Commission may be adequately served by nine, <br />rather than seven members; preferred the make-up and size of the <br />
