<br />City Council Regular Meeting - 10/11/04 <br />Minutes - Page 19 <br /> <br />other commissions as they now stood; and did not support <br />standardizing them. <br /> <br />Mayor Klausing spoke in favor of standardizing all commissions <br />at seven members, to provide uniformity, and yet allow more <br />perspectives and input above and beyond a commission (i.e., <br />Public Works and Transportation) at five members. <br /> <br />Councilmember Schroeder concurred with Councilmember <br />Maschka's rationale regarding the HUlnan Rights COIDlnission <br />being too large at ten members; but opined that the others <br />seemed to work as they were not defined, and expressed his <br />reluctance to standardize the sizes, or to expand the Public <br />Works and Transportation Commission from five to seven <br />members, noting that the environmental issues were being <br />addressed by other advisory groups, or agency resources that <br />were available as needed. <br /> <br />Councilmember Ihlan suggested that a seven member <br />commission could serve as a floor, rather than a ceiling, and <br />circumstances could dictate if additional members were needed. <br />Councilmember Ihlan clarified that student representatives were <br />outside the confines of the regular membership quota. <br /> <br />Councilmember Kough suggested that additional people were <br />beneficial to accommodate absenteeism or vacations in order to <br />achieve a quorum. Councilmember Kough supported leaving the <br />commissions at their current size, with the exception of the <br />Human Rights Commission, which he agreed was too large. <br /> <br />Mayor Klausing spoke in support of standardizing the size of <br />commissions, but directed staff to obtain input from the <br />commissions, and potential impacts to those existing <br />commissions and their work tasks. <br /> <br />Re-evaluate Roles and Responsibilities of Existin2 <br />Commissions before Creatin2 new Commissions <br />City Manager Beets had suggested the Council may want to <br />consider, as part of expanding the membership of the Public <br />Works and Transportation Commission from five to seven <br />members, repurposing it to become the Public Works, <br />
