Councilmember Schroeder also opined that the <br />interview process allowed Councilmembers to interact with the <br />prospective commissioners and see how they interacted with the <br />Council, and thus how they would interact with the public as <br />representatives of the City Council in their advisory capacity. <br /> <br />Mayor Klausing thanked the public and the Council for their <br />input and discussion. <br /> <br />9. <br /> <br />Discussion of Twin Lakes Process Issues <br />Councilmember Kough expressed his disappointment at the first <br />Planning Commission hearing regarding the Twin Lakes <br />Redevelopment proposal, based on the lengthy presentation by <br />the developer, and the lateness of the hour when the public <br />hearing was actually opened, limiting the comment and <br />attendance of many of those wishing to comment publicly. <br />Councilmember Kough suggested that at the second Public <br />Hearing, the public comment be taken first to allow adequate <br />time for the public to be heard. <br /> <br />Mayor Klausing reviewed the process, and opined that while the <br />City Council had heard the presentation of the developers, the <br />Planning Commission process was just now beginning and the <br />presentation was required to provide something on which to <br />receive public comment. Mayor Klausing noted the formal <br />Planning Commission Public Hearing process that was followed, <br />such as was followed with any land use case, in order for the <br />Planning Commission to have adequate detail and input to make <br />an informed recommendation to the City Council. <br /> <br />Councilmember Kough reiterated his desire to have everyone <br />have an opportunity to comment. <br /> <br />Councilmember Ihlan concurred with Councilmelnber Kough's <br />concerns regarding the meeting structure, and questioned <br />whether the same situation would happen at the second Public <br />Hearing. Councilmember Ihlan noted that there was not sign-in <br />sheet at the Planning Commission Public Hearing to alert the <br />Planning Commission to those wishing to speak; and asked that <br /> <br />Discussion of Twin <br />Lakes Process <br />Issues <br />
