<br />City Council Regular Meeting - 10/11/04 <br />Minutes - Page 21 <br /> <br />specific. Mayor Klausing opined that by expanding the Public <br />Works and Transportation Commission and expanding their <br />work tasks and focus, they could address more long-term specific <br />environmental issues and alleviate staff time. <br /> <br />Mayor Klausing noted that he wanted more time to consider the <br />addition of a Business Advisory Commission, not as a potential <br />solution, but to provide a voice and balance issues/perspectives <br />of the business community for those business people not <br />necessarily residential residents of the community. <br /> <br />Again, the Council concurred that additional input and impact <br />feedback from the various commissions would be helpful. <br /> <br />Clarification of Commission Appointment and/or <br />Reappointment Process <br />Councilmember Kough spoke in support of application for <br />reappointment. <br /> <br />Councilmember Ihlan spoke in support of everyone applying, <br />whether for reappointment or for new candidates for <br />appointment, to send a message that reappointment was not <br />automatic. Councilmember Ihlan spoke to a reasonable <br />compromise that re-appointees not be interviewed again by the <br />City Council unless a Council majority so dictated. <br /> <br />Mayor Klausing addressed what criteria Councilmember Ihlan <br />was suggesting as appropriate for reappointment to keep the <br />process from being politicized. <br /> <br />Councilmember Ihlan suggested that experience of incumbents, <br />while not being a criterion for reappointment, would provide the <br />City Council with a history of their service to-date. <br />Councilmember Ihlan expressed faith in the City Council being <br />able to make neutral appointments without it becoming <br />politicized. <br /> <br />Councilmember Schroeder likened the reappointment process <br />similar to that of in-house candidates competing for advancement <br />in the job market with new candidates for hire.
