<br />WHEREAS agreement in principle on the granting of public financial assistance <br />for the proposed Twin Lakes redevelopment is a condition for the continuation <br />of the Contract of Exclusive Negotiations the City of Roseville and the Rottlund <br />Company beyond September 30, 2004, and <br /> <br />WHEREAS redevelopment costs for the Twin Lakes area (including the costs of <br />environmental clean-up and remediation) remain uncertain, and <br /> <br />WHEREAS granting tax increment financing, use of hazardous substance <br />subdistricts, and other requested public assistance would decrease Roseville's <br />tax revenues, increase the city's debt load, and significantly strain the city's <br />budget for the next 25 years or longer, and <br /> <br />WHEREAS the requirements of state law and city policy for granting tax <br />increment financing and other subsidies have not been met, and <br /> <br />WHEREAS the proposed redevelopment does not serve any public purpose, and <br /> <br />WHEREAS Roseville has no public need for more large scale retail development, <br />and <br /> <br />WHEREAS the proposed redevelopment will not create living-wage jobs or <br />result in economic growth in Roseville, and <br /> <br />WHEREAS the proposed redevelopment is not consistent with Roseville's <br />Comprehensive Plan for the Twin Lakes area, and <br /> <br />WHEREAS, for reasons of public health and safety, redevelopment should not <br />proceed without further investigation into the nature and extent of <br />groundwater contamination in the Twin Lakes area, including a full site <br />characterization with respect to groundwater contamination involving TCE, and <br /> <br />WHEREAS no investigation or other efforts have been made to attempt to <br />collect environmental clean-up costs from responsible parties, and <br /> <br />WHEREAS it is not in the public interest for Roseville to pay environmental <br />clean-up costs that responsible parties can and should pay, and <br /> <br />WHEREAS it is not in the public interest for the city to agree to use public <br />money to pay other redevelopment costs that are presently unknown, and <br /> <br />WHEREAS the proposed redevelopment will cause additional costs to the city <br />and surrounding neighborhoods (including traffic, air, noise, and light <br />pollution, and increased demands on city services) that have not been <br />adequately analyzed, quantified, or taken into account, therefore <br />
