<br />City Council Study Session -10/18/04 <br />Minutes - Page 30 <br /> <br />through administrative costs charged to future Tax Increment <br />Districts. Mr. Miller opined that while the administrative costs <br />appeared significant, they were comparable to creation of similar <br />TIF Districts. Mr. Miller further noted that, through a proposed <br />redevelopment agreement, the City and developer would <br />negotiate cost sharing options. Mr. Miller noted that, if the <br />project does not proceed, the City will need to determine how to <br />pay for those costs. <br /> <br />Councilmember Ihlan opined that the project was at odds with <br />the City's COlnprehensive Plan and actions were creating <br />pressure for the City to authorize the development; questioned <br />how the public interest was being protected; and how appropriate <br />budget strategies were. Councilmember Ihlan further questioned <br />what control or oversight the City Council had in authorizing the <br />tax increment financing (TIF) analyses by Consult Casserly. <br /> <br />Community Development Director Dennis Welsch clarified the <br />services provided by Mr. Casserly; in that he was there to protect <br />the City and ensure protections and basic financial and legal <br />conformity issues with TIF, and was hired based on City Council <br />direction on a project by project basis. <br /> <br />Councilmember Maschka clarified that the expenditures for TIF <br />analyses from 2002 - 2004 were not related to the Twin Lakes <br />project, but were related to TIF law changes and pooling within a <br />TIF District, requiring special legislation. <br /> <br />Community Development Director Welsch advised that the City <br />Council had originally hired Mr. Casserly with funds provided <br />though a Metropolitan Council grant in the amount of $75,000 <br />that came from an outside source to facilitate planning to clean <br />up the Brownfield areas at Twin Lakes. <br /> <br />Councilmember Ihlan further questioned why the developers <br />were not provided their own financial analyses to the Council <br />and why the City was bearing the brunt of the analyses. <br />Councilmember Ihlan also questioned why a representative of <br />Shardlow (Adam Arvidson) was working with the developers at <br />the Planning Commission meeting, and who the firm actually <br />represented, and who was paying for their services. <br />
