<br />City Council Study Session -10/18/04 <br />Minutes - Page 29 <br /> <br />9. <br /> <br />Review Twin Lakes Redevelopment Project Consulting Fees <br />Councilmember Ihlan sought clarification regarding whether the <br />upcoming regular Council Agenda of October 25,2004 included <br />consideration of the Twin Lakes Redevelopment land use <br />proposal. City Manager Beets confirmed that staff anticipated <br />compliance with that projected time frame. <br /> <br />Mayor Klausing sought clarification if the requested action was <br />for consideration of a Concept Plan. City Manager Beets <br />responded affirmatively. <br /> <br />Councilmember Ihlan sought Council guidance on how to make <br />a formal request for additional time for consideration prior to <br />Council action, in lieu of her previously-expressed concerns <br />related to her opined status of unanswered legal, environmental, <br />and fiscal impact questions. Councilmember Ihlan urged <br />Councilmembers to use the Planning provisions for a 60-day <br />extension, rather than rushing into a decision regarding this <br />matter. <br /> <br />Mayor Klausing noted that the appropriate procedure, and <br />possibility for extending the 60-day rule, would be an option <br />available to the City Council at the meeting where the <br />redevelopment proposal was considered. <br /> <br />City Manager Beets clarified the provision for certain findings <br />being made. <br /> <br />Councilmember Ihlan presented a substantial summary of <br />financial trends, based on the proposed 2005 budget, and <br />consultant expenditures as provided by Finance Director Chris <br />Miller at Councilmember Ihlan' s request. Councilmember Ihlan <br />expressed concerns regarding larger fiscal impacts and how those <br />impacts affected the immediate budget and future budgets; and <br />questioned where those consultant funds were coming from. <br /> <br />Finance Director Miller advised that originally, corresponding <br />revenues via a Metropolitan Council grant had been used to <br />offset consulting costs; and that staff continued to capture them <br />into a segregated fund with the proposed intent to capture them <br /> <br />Review Twin Lakes <br />Redevelopment <br />Project Consulting <br />Fees <br />
