<br /> <br /> <br />To: Mayor and Council <br />Neal Beets, City Manager <br />From: Chris Miller <br />Date: October 18, 2004 <br />Re: Response to Councilmember Schroeder's Budget Inquiries <br /> <br />On October 13, 2004, Council1nember Schroeder submitted a request for information regarding <br />the 2005 Proposed Budget, along with some suggested budget cuts. The information below <br />provides the requested information, as well as some additional thoughts or concerns regarding <br />the suggested budget cuts. <br /> <br />Councilmember Schroeder's request was as follows: <br /> <br />Neall Chris <br /> <br />Attached are potential savings to the 2005 Budget that I would like <br />to discuss as part of our 2005 Budget discussions. However, some <br />questions I have, need to be answered before this discussion can <br />take place. <br /> <br />The budget fund summaries listed in the 2005 Budget Book that <br />the council received don't fully explain how you got from the 2004 <br />Adopted Budget figures to the 2005 Requested figures. I need <br />explanations as to where all the cuts (listed below) made last year <br />(2004) fall into the summaries and where do Neal's suggested cuts <br />for 2005 fall into the summaries. If we don't approve the cuts Neal <br />suggested, where in the summaries will the dollars be added back <br />in. Why are some of the budget line items increasing or <br />decreasing? Did you decide to spend money on something new, <br />was it inflation, what are the reasons? Chris mentioned once <br />inflation costs ate up the savings we thought we were getting with <br />the new phone system. That would have been a huge inflation rate <br />to eat up the telephone costs line items listed in each fund. I <br />heard cell phones were bought with the 2004 savings from the new <br />phone system. The council needs to know what the savings they <br />thought they were making in 2004 were eaten up by or replaced <br />with. This all should have been incorporated into the summaries. <br />Just stating the 2004 was $100,000 and now it is $125,000 <br />doesn't explain anything. <br /> <br />1 <br />
