<br />City Council Regular Meeting - 10/25/04 <br />Minutes - Page 17 <br /> <br />Nays: None. <br /> <br />7. <br /> <br />Presentation about Roseville Medical and Dental Insurance <br />Programs for 2005 <br />Human Resource Manager Dona Bacon presented the proposal <br />of renewals for City employee benefits; and related health <br />reimbursement arrangements proposed to assist employees in <br />managing their health care through higher deductible options and <br />health savings accounts, in accordance with IRS Codes, Section <br />105. <br /> <br />City Employee <br />2005 Benefits <br /> <br />Ms. Bacon reviewed historical perspectives; comparisons with <br />other communities and national trends; and intents for exploring <br />further opportunities to reduce costs to offer cost-share packages <br />between the City and employees; and further attempts to move <br />toward more equalization of coverage for employees. <br /> <br />Discussion ensued between Councilmembers and staff related to <br />various aspects of the proposal; and the tax-supported portions of <br />the program and related costs. <br /> <br />Kough moved, Maschka seconded, approval of the 2005 City <br />Cafeteria contributions and insurance agreements with <br />HealthPartners for medical, Delta Dental for dental; and <br />Standard for life and long-term disability for the period of <br />January 1, 2005 to December 31, 2005 at the rates and options <br />set forth in the Staff Report dated October 25, 2004. <br /> <br />Further discussion ensued related to employee allotment of <br />funds; advantages and disadvantages of the HRA; open <br />enrollment time period, if approved by Council, from November <br />9 through mid-December of 2004; effective date of the package <br />at January 1,2005; and applicable major life event definitions. <br /> <br />Roll Call <br />Ayes: Kough, Maschka, Ihlan, Schroeder and Klausing. <br />Nays: None. <br /> <br />8.
