City Council Regular Meeting - 10/25/04
Minutes - Page 19

stations; and the status of the City's existing stations and
emergency or standby power concerns.

Maschka moved, Schroeder seconded, approval of the
Subdivision and Public Improvement Contract between the City
of Roseville and United Properties Investments LLC, for The
Villas at Midland Hills.
Roll Call
Ayes: Kough, Maschka, Ihlan, Schroeder and Klausing.
Nays: None.

10.

Consider Resolution Approving the Submission of a State
Department of Employment and Economic Development
(DEED) Contamination Investigation and Response Action
Plan Grant for Twin Lakes Redevelopment Area Relating to
Groundwater Contamination
Economic Development Director Cathy Bennett reviewed
background information on this request and previous receipt of
$150,000 from the U.S. Environmental Protection Agency (EP A)
in 2001 to conduct a groundwater study of the Twin lakes
redevelopment area. Ms. Bennett noted that while those funds
have been depleted, in the MPCA review of the report,
recommends additional information and testing where 2 wells are
showing areas with excess contamination, one in the Phase I
development area, and one in the Phase II development area.
Ms. Bennett noted that the application for additional funds would
serve in preparation of a proposed work plan and additional soil
borings, along with testing of deep groundwater in
areas outside existing monitoring well areas, proposed in five
different locations.

Ms. Bennett further noted the need to receive property owner
approval for additional investigations; and a twenty-five percent
(25%) local match, with potential for reimbursement by
developers.

Discussion ensued regarding the MPCA' s findings to-date; the
Community Development Department's line item budget for
Professional Services and expenditures to-date and those
remaining; and notification of property owners regarding
possible contamination of privately-owned wells.

Resolution 10255
Submission of a
(DEED)
Contamination
Investigation and
Response Action
Plan Grant for
Twin Lakes
Redevelopment
