<br />103.07 CAMPAIGN CONTRIBUTION DISCLOSURE FOR CITY ELECTIONS <br /> <br />A. Definition of Terms <br /> <br />For the purposes of this section, the following definitions shall apply: <br /> <br />(1) "Candidate" means any individual seeking election to a city office, or any <br />individual who tacitly or expressly consents to be considered a candidate for city <br />office. An individual shall be deemed to be seeking election to a city office if they <br />have received contributions or made expenditures in excess of one hundred dollars <br />($100.00), or have given implicit or explicit consent for any other person or <br />committee to receive contributions or make expenditures in excess of one hundred <br />dollars ($100.00) for the purpose of bringing about the individual's election to a city <br />office. <br /> <br />(2) "City Elections Coordinator" means the city staff member designated to receive <br />filing of campaign contribution disclosure reports required under this section. <br /> <br />(3) "Committee" means any personal campaign committee or political committee. <br /> <br />(4) "Contribution" means a contribution of funds or a contribution in kind for the <br />purpose of influencing the election of any candidate for city office or the approval by <br />the voters of any city ballot question. <br />(a) "Contribution" includes a loan or advance of credit to a personal <br />campaign committee or political committee which is forgiven or paid by any person <br />or entity other than the personal campaign committee or political committee to <br />which the loan or advance of credit is made. If an advance of credit or a loan is <br />forgiven or paid as provided in this definition, it is a contribution in the year in <br />which the loan or advance is made. <br />(b) "Contribution" includes contributions made for the purpose of defeating <br />any candidate for city office or any city ballot question. <br />(c) "Contribution" does not include services provided without compensation <br />by individuals volunteering their time on behalf of a candidate, ballot question, <br />personal campaign committee or political committee, or the publishing or <br />broadcasting of news items or editorials by the news media. <br /> <br />(5) "Contribution in kind" means anything of value other than money given by an <br />individual or other entity to a candidate, personal campaign committee or political <br />committee for the purpose of influencing the election of a candidate or promoting or <br />defeating a city ballot question. "Contribution in kind" includes expenditures by an <br />individual or other entity approved by a candidate, personal campaign committee or <br />political committee. <br />
