All actions of the City <br />must be authorized by state statute. Minnesota Statute 9412.221 authorizes the City Council to <br />adopt ordinances that provide for the good order and "general welfare" of the City. Does an <br />ordinance that requires candidates for City office to disclose campaign contributions greater <br />than $100 provide for the general welfare of the City? The short answer is: Yes. <br />
