<br />City Council Regular Meeting - 11/22/04 <br />Minutes - Page 14 <br /> <br />receiving a stipend to do this work. <br /> <br />Professor Schultz opined that there didn't appear to be any <br />indications that such disclosure laws produced self-financed <br />candidates, given the high media costs in campaigning. <br />Professor Schultz further opined that disclosure doesn't move in <br />that direction, but that term limits seemed to push self-financing <br />more. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn sought clarification, which Mayor Klausing <br />confirmed, that the Council would not be taking action on this <br />issue at tonight's meeting. <br /> <br />Mr. Kysylyczyn presented a written "Request for Council <br />Action" to members of the City Council related to the proposed <br />ordinance requiring public disclosure of campaign contributions <br />in City elections." <br /> <br />Mr. Kysylyczyn addressed the City Council, specifically <br />Councilmember Ihlan, regarding his interpretation and his <br />proposed ordinance language; impacts to current <br />Councilmembers; previous positions of Councilmembers related <br />to this topic; and opined what position Councilmembers should <br />take on his proposal. <br /> <br />Mr. Kysylyczyn opined that "meaningful" disclosure was good, <br />if the Council believes that a problem exists, and encouraged the <br />Council to pass a version that provided no loopholes. <br /> <br />Mr. Kysylyczyn briefly reviewed his written comments. <br /> <br />John Goedeke, 2674 Virginia Avenue <br />Mr. Goedeke cited his experience in initially seeking municipal <br />office, and his experiences as an incumbent, noting his personal <br />accounting of campaign contributions, open to public scrutiny. <br />Mr. Goedeke spoke in support of full public disclosure, and <br />favored a lower limit. Mr. Goedeke opined that municipal <br />candidates should not be swayed by any faction, and should <br />represent the entire community independently. <br />
