City Council Regular Meeting - 11/22/04
Minutes - Page 15

Mayor Klausing questioned City Attorney Squires as to process
and timing for enactment of the proposed ordinance, and
language revisions.

Councilmember Ihlan opined that, in light of tonight's
discussion, she would seek to incorporate several suggestions,
and bring the ordinance back to the December 6, 2004 Regular
Council meeting for action and appropriate publication time
before the new calendar and election year.

Mayor Klausing, with Councilmember Schroeder's concurrence,
requested that the draft language be provided to the Council in a
timely manner to allow their comment, as well as sufficient time
for public review and comment.

Councilmember Ihlan concurred with the need for timely
presentation; noting her intent to bring forward a fairly simple
ordinance related to candidates, not independent campaign
committees or ballot questions, and would include a $100
disclosure limit for discussion purposes.

Mayor Klausing directed staff to include this item on the
December 6, 2004 regular Council agenda.

7.

Public Hearing to Certify Unpaid Delinquent Utility Charges
Mayor Klausing opened the Public Hearing at 7:30 p.m.

Finance Director Chris Miller noted the City's practice to
annually certify to the County Auditor any unpaid false alarm,
water, sewer or other charges that are in excess of 90 days past
due, for collection on the following year's taxes by City
Ordinance. Mr. Miller presented a current list of delinquent
charges, noting that the City would accept payment up until
December 21, 2004 to allow ample opportunity for compliance.
Mr. Miller further noted that affected property owners had been
given notice on several occasions.

Noone appeared for or against.

Mayor Klausing closed the Public Hearing at 7:23 p.m.

Resolution 10262
Public Hearing to
Certify Unpaid
Delinquent Utility
Charges
