<br />City Council Regular Meeting - 11/22/04 <br />Minutes - Page 19 <br /> <br />Nays: Schroeder. <br /> <br />Ci ty Manager Beets noted that Parks and Recreation Director <br />Brokke was now in attendance at the meeting, and at Council <br />discretion, the OVAL update and request for Council direction <br />could take place prior to the Twin Lakes issue. <br /> <br />Ilecess Ilecess <br />Mayor Klausing recessed the meeting at approximately 7 :40 p.m. <br />and reconvened at 7:48 p.m. <br /> <br />11. OVAL Update; Ilequest for Council Direction OVAL Update; <br />Mayor Klausing provided background information regarding Ilequest for <br />actions to-date by staff and the City Council. Council Direction <br /> <br />Parks and Recreation Director Lonnie Brokke provided an <br />update to the Council and public, and results of recent engineers' <br />inspection and testing of the chiller system, completed on <br />November 17, 2004. Mr. Brokke recognized and thanked the <br />Midway Speed Skating Club for their financial contribution in <br />covering costs of the inspection. <br /> <br />Mr. Brokke briefly reviewed highlights of the inspection <br />summary report and processes used in the inspection. <br /> <br />Mr. Brokke cautioned the City Council and public that any <br />option chosen, short of a retube or replacement, would carry a <br />calculated risk. Mr. Brokke opined that, based upon research <br />and the engineering report, this calculated risk was worth taking <br />due to the high community use of the facility; increased revenue <br />generation as originally planned; and continuing education for <br />staff and the community with an asset that requires special skills <br />and knowledge to continue operation and trouble shooting as the <br />facility continues to age. <br /> <br />Discussion included clarification of tube locations, restrictions or <br />obstructions, and options for plugging or replacement; initial <br />design and current anticipated capacity level of the chiller unit; <br />efficiency of the chiller unit; age of unit and need for more <br />periodic inspections; using this inspection as a base-line, and <br />repeating the inspection next year off-season to determine the <br />
