<br />City Council Regular Meeting - 11/22/04 <br />Minutes - Page 20 <br /> <br />degradation level; anticipated life expectancy of the chiller unit; <br />and additional research being undertaken by staff. <br /> <br />Mr. Brokke, based on the results of the Remote Field Testing <br />(RFT) process, recommended plugging the recommended tubes <br />as shown in the report that have a seventy percent (70%) wall <br />loss or greater, and prepare the necessary equipment to start up <br />and operate the refrigeration system at the OV AL for the <br />2004/2005 season, with a target start up on the weekend of <br />December 10, or as feasible. Staff also recommended a short- <br />term, future inspection. <br /> <br />Mr. Brokke requested Council authorization, to get the system <br />back in operation, at a cost of $18,350.00, itemized as followed: <br />o Time and materials not to exceed $5,000.00 <br />o Reassemble bell ends $7,500.00 <br />o Moisture evacuation of chiller barrel $850.00 <br />o Pressure test $1,700 <br />o Install brine and ammonia $1,700.00 <br />o Start up and assistance $1,600.00 <br /> <br />Mr. Brokke did not recommend, pending further inspection, re- <br />insulation of the bell ends, at an estimated cost of $16,000.00. <br />Mr. Brokke noted that, rather than re-insulating the bell ends, he <br />was investigating thermal blankets as a temporary solution; and <br />possible construction of an A-frame to allow the City's staff to <br />perform future work on the system. <br /> <br />Further discussion included policy recommendations for <br />implementation of a task force and long-term financial viability <br />of the facility; voluntary organization by skating groups to assist <br />with long-term solutions at the OVAL. <br /> <br />City Manager Beets advised that, if the Council took action on <br />the request tonight, staff would anticipate returning to the <br />Council at their December 6 or December 20, 2004 regular <br />meeting to frame up options for a Task Force, the limited life <br />span of the facility, how to address structural changes, and long- <br />term facility operations and maintenance. <br /> <br />Mr. Brokke anticipated that, once this baseline inspection had <br />
