<br />City Council Regular Meeting - 11/22/04 <br />Minutes - Page 22 <br /> <br />Bill Cushman, 1265 Josephine Road <br />Mr. Cushman, speaking on behalf of the Midway Speed Skating <br />Club, expressed appreciation to staff and the City Council for <br />their actions to-date in rectifying the situation at the OVAL; and <br />offered his and the club's full support in working on funding, as <br />well as the inspection process, or any other opportunities, <br />including development of the Task Force. Mr. Cushman <br />endorsed the OVAL facility as one of the finest facilities in the <br />world for skating. <br /> <br />10. <br /> <br />Hearing on Twin Lakes Environmental Assessment <br />Worksheet (EA W) Petition (PF 3609) <br />Mayor Klausing thanked those in attendance for this matter for <br />their patience. Mayor Klausing reviewed tonight's process and <br />considerations under Minnesota Rule 4410.3610, subp. 7, with <br />allowances of up to one hour for each party, to be followed by <br />staff comments. Mayor Klausing noted that a final decision <br />regarding the petition would be made at the December 6, 2004 <br />regular Council meeting. <br /> <br />Mayor Klausing clarified what tonight's hearing was not about: <br />1) Not to consider whether the Rottlund proposal was good <br />from a land use issue; <br />2) Not to consider specific components of the proposed <br />project (i.e., big box retail); and <br />3) Not to consider the use of Tax Increment Financing (TIF) <br />or quasi-public assistance. <br /> <br />Mayor Klausing advised that tonight's meeting was for the <br />purpose to determine if the current Alternative Urban Areawide <br />Review (AUAR) was still valid or if a new EA W was needed. <br /> <br />Mayor Klausing requested that City Attorney Squires address <br />standards and rules to be adhered to at tonight's meeting. <br /> <br />City Attorney Jay Squires reviewed the notebook of materials <br />presented by the petitioners and project proposers, which was <br />also available to the public and on the City's website. Those <br />written materials included: <br />1) Minnesota Rule 4410.3610, Subp. 7, A-H; <br /> <br />Hearing on Twin <br />Lakes <br />Environmental <br />Assessment <br />Worksheet (EA W) <br />Petition (PF 3609) <br />
