Mr. Cushman
endorsed the OVAL facility as one of the finest facilities in the
world for skating.

10.

Hearing on Twin Lakes Environmental Assessment
Worksheet (EA W) Petition (PF 3609)
Mayor Klausing thanked those in attendance for this matter for
their patience. Mayor Klausing reviewed tonight's process and
considerations under Minnesota Rule 4410.3610, subp. 7, with
allowances of up to one hour for each party, to be followed by
staff comments. Mayor Klausing noted that a final decision
regarding the petition would be made at the December 6, 2004
regular Council meeting.

Mayor Klausing clarified what tonight's hearing was not about:
1) Not to consider whether the Rottlund proposal was good
from a land use issue;
2) Not to consider specific components of the proposed
project (i.e., big box retail); and
3) Not to consider the use of Tax Increment Financing (TIF)
or quasi-public assistance.

Mayor Klausing advised that tonight's meeting was for the
purpose to determine if the current Alternative Urban Areawide
Review (AUAR) was still valid or if a new EA W was needed.

Mayor Klausing requested that City Attorney Squires address
standards and rules to be adhered to at tonight's meeting.

City Attorney Jay Squires reviewed the notebook of materials
presented by the petitioners and project proposers, which was
also available to the public and on the City's website. Those
written materials included:
1) Minnesota Rule 4410.3610, Subp. 7, A-H;

Hearing on Twin
Lakes
Environmental
Assessment
Worksheet (EA W)
Petition (PF 3609)
