<br />City Council Regular Meeting - 11/22/04 <br />Minutes - Page 29 <br /> <br />that there had been many assertions regarding their group <br />and its intent; but outlined the group's goals instead by <br />presenting an alternate proposal for the development of <br />the Twin Lakes area. <br /> <br />Ms. McGehee left the sketch for staff to copy and provide <br />as part of the record. <br /> <br />lO.b Project Proposers Project Proposers <br />John Knapp, Attorney with Winthrop and Weinstein, <br />speaking on behalf of Rottlund Homes. Michael <br />Noonan and Joel Samuel were also present for the <br />Proposers. <br /> <br />John Knapp, representing Rottlund Homes <br />Mr. Knapp briefly reviewed the project proposer's <br />interpretation of the thoroughness of environmental <br />review done to-date; referring to the eight-page <br />chronology from 1988 to-date, and included in the written <br />record. Mr. Knapp opined that the petitioners had raised <br />numerous other issues that were not part of determining <br />whether the AUAR remained as a valid environmental <br />reVIew. <br /> <br />Mr. Knapp reviewed the threshold issues for City Council <br />consideration; the purpose of the AUAR; and the type of <br />environmental review when serving to substitute for an <br />EA W or AIS; and the consistency of those proposed <br />developments. Mr. Knapp opined that the AUAR <br />remained valid on both a common sense and legal level; <br />and that the reduction in commercial space made the <br />environmental impact of the proposed development even <br />less significant. <br /> <br />Mr. Knapp referenced the previous legal opinion provided <br />by the City Attorney regarding no need for an amendment <br />to the Comprehensive Plan; and the developer's intent to <br />follow the rules and standards as applicable and as <br />adopted. Mr. Knapp respectfully suggested that the <br />petitioners, citizens and City Council give deference to <br />the development process and let it work; and that it would <br />
