Ms. McGehee addressed <br />"7050 Rule" changes that are in process for state-wide <br />hearings prior to adoption. Ms. McGehee also reviewed <br />various wildlife species and habitat areas within the <br />Langton Lake and redevelopment area. <br /> <br />Ms. McGehee introduced Ms. Meg Rattei, Consulting <br />Engineer with Barr Engineering, whose expertise was in <br />lake and watershed management. <br /> <br />Meg Rattei, Engineering Consultant, Barr <br />Engineering <br />Ms. Rattei reviewed various changes water quality <br />standards within the "7050 Rule;" the discovery of high <br />levels of Trichloroethylene (TCE) on the Twin Lake <br />redevelopment site; water quality standards state-wide; <br />"7050 Rule proposed amendments ; Langton Lake <br />criteria; recommended responses to 7050 Rule changes; <br />benefit of a TMDL study; and encouraged a site <br />investigation. <br /> <br />Ms. Rattei concluded by opining that the new information <br />invalidates the original AUAR due to the 7050 Rule <br />changes in 2002 and proposed to change in 2005; and due <br />to the high levels of TCE discovered in groundwater on <br />the Twin Lakes site as identified in the DPRA report to <br />the City in 2004. <br /> <br />Tam McGehee <br />H. The RGU determines that other substantial <br />changes have occurred that may affect the potential <br />for, or magnitude of, adverse environmental impacts. <br />Ms. McGehee encouraged the City Council to "do the <br />right thing," and order further environmental study to <br />protect he citizens of Roseville, provide a healthy and <br />safe environmental and preserve Roseville' s <br />environmental heritage of parks and wildlife. <br /> <br />Conclusion <br />Ms. McGehee, representing Friends of Twin Lakes, noted <br />
