A comprehensive plan amendment is proposed that <br /> <br />would allow an increase in development over the levels <br /> <br />assumed in the environmental analysis document. <br /> <br />1. There has been no amendment proposed either by the <br /> <br />City or Rottlund. However, this does not mean that one is not <br /> <br />needed or even required. According to the Metropolitan <br />Council, Comprehensive Plan Amendments are required for <br /> <br />"land use changes." Zoning changes within a land use type do <br /> <br />not trigger an amendment, but zoning changes between land <br /> <br />use types do. For example, a shift from retail to residential or <br /> <br />from office to retail would make an amendment necessary. <br /> <br />With that clarification, it is obvious that although not <br />proposed, an amendment is necessary. <br />
