The AUAR assumed 310 <br /> <br /> <br />housing units and 240,000 square feet of retail space in this <br /> <br /> <br />area. The Rottlund proposal plans for 730 housing units and <br /> <br /> <br />330,563 square feet of retail space in this area. This is a 1360/0 <br /> <br />increase in housing and a 380/0 increa'se in retail space. <br /> <br />Rottlund and city staff argue that since the Rottlund <br />proposal decreases the amount of office space, this only <br />represents a "shift in type of development," and that the <br />decrease "offsets" the increases in retail and housing. The <br />Environmental Quality Board interprets its rule quite <br />differently. <br />
