<br />City Council Regular Meeting - 12/06/04 <br />Minutes - Page 17 <br /> <br />Rattei's representation. <br /> <br />Mayor Klausing clarified that Ms. Rattei' s Power Point <br />presentation was part of the record. <br /> <br />City Manager Beets concurred, noting that at the time the record <br />was compiled, staff did not have a physical record of Ms. <br />Rattei's presentation; but following the hearing held on <br />November 22, 2004, staff had made a photo copy of Petitioner <br />representative and spokesperson Tam McGehee's presentation <br />materials; and that presentation should include Ms. Rattei' s <br />presentation materials as well as an attachment to the minutes <br />under "Tab 16." <br /> <br />Mayor Klausing, in his capacity as Chair of the Hearing, noted <br />that he would interpret and review the presentation as part of the <br />record, even if was received after the fact. <br /> <br />Councilmember Ihlan specifically asked City Manager Beets if <br />he had requested the letter from Barr Engineering. <br /> <br />City Manager Beets responded negatively, that he did not request <br />the letter, as clarified in his previous comments. <br /> <br />Councilmember Ihlan expressed concern that the letter from Barr <br />Engineering had been carbon copied to Mr. J ohannson, part of <br />the development team; and questioned whether he had requested <br />a copy of the letter. Councilmember Ihlan expressed further <br />concern that, subsequent to Ms. Rattei's presentation, Mr. <br />J ohannson may have called Ms. Rattei' s elnployer about her <br />presentation; and if that was the case, it may have a chilling <br />affect on people coming before the City Council to comment. <br />Councilmember Ihlan expressed her desire that people felt free to <br />provide information to the City Council, and questioned the <br />appropriateness for people following up presentations with <br />requests for letters such as the one from Barr Engineering. <br /> <br />Councilmember Schroeder opined that the letter had clarified <br />Ms. Rattei' s professional capacity and representation. <br /> <br />Councilmember Ihlan reiterated her objection that the letter had <br />
