<br />City Council Regular Meeting - 12/06/04 <br />Minutes - Page 16 <br /> <br />Roll Call <br />Ayes: Ihlan, Kough, Schroeder, Maschka and Klausing. <br />Nays: None. <br /> <br />5. <br /> <br />Recognitions, Donations, Communications <br /> <br />6. <br /> <br />City Council Deliberation and Decision Respecting the Twin <br />Lakes Environmental Assessment Worksheet (EA W) Petition <br />Mayor Klausing reviewed, for the public's benefit and <br />information, the process to-date and the semi-judicial procedure <br />of the City Council; noting tonight's action would be the final <br />step in considering the EA W Petition request. <br /> <br />Schroeder moved, Maschka seconded, adoption of Resolution <br />No. 10265 entitled, "A Resolution Denying the Petition for an <br />Environmental Assessment Worksheet Relating to the Twin <br />Lakes Phase I Proj ect Proposal of the Rottlund Companies, <br />Located Generally in the Vicinity of County C, Cleveland C-2, <br />and Fairview in Roseville, MN." <br /> <br />Councilmember Ihlan sought clarification of items received to- <br />date and included in the record as of tonight's meeting. <br />Councilmember Ihlan specifically cited a letter from Barr <br />Engineering included in "Tab 16 or 17," and questioned why it <br />was included in the record, and not the presentation materials of <br />Meg Rattei, Engineering Consultant and employee of Barr <br />Engineering, at the November 22, 2004 regular Council meeting. <br /> <br />Councilmember Schroeder clarified the exact location of the <br />letter from Barr Engineering, dated November 24, 2004, as the <br />last entry under "Tab 16." <br /> <br />City Manager Beets clarified that, while he did not request the <br />letter from Barr Engineering, he did receive the letter, and wasn't <br />sure whether it should be included as part of the record or not, <br />but concluded in his best judgment and in an effort for full <br />disclosure, that the most appropriate place for the letter was as an <br />attachment to the minutes where Meg Rattei had made her <br />presentation to provide clarification for anyone questioning Ms. <br /> <br />Recognitio ns, <br />Donations, <br />Communications <br /> <br />Resolution 10265 <br />Denying Twin <br />Lakes <br />EA W Petition <br />
